I don't understand why some of the voices are so different from the original Russian cartoon. Krosh could be an imitation of "Karate" from the Batfink cartoons, Hedgehog could be an imitation of "Boo-Boo" from Yogi Bear, Barash could be an imitation of W. C. Fields with a younger twist, Nyusha could sound like a younger "Minnie Mouse", Pin could be a streamlined Jerry Lewis with Pin's signature German accent applied, and every other Smeshariki could retain a reasonable voice facsimile. I don't believe the American version of Smeshariki has to be any different from the Russian original, maybe sans some depictions of non-White peoples to appease the modern Western sensibilities.

Studio 100 Media GmbH.

I think the dubbing studio didn't have enough budget to match the original voices. or maybe creators of the dub decided to change the voices to make them more relatable to Western viewers (but I don't see the point of this)

Definitely the latter, because I can't fathom why the producers would be required to change the voices purely because of monetary reasons. I still think my suggestions would make the English dubbings of Smeshariki more faithful, and Americanize it in an old-fashioned sense - beloved old American productions would often employ celebrity impressions, like Hanna-Barbera's Flintstones characters sounding (and acting) like their Honeymooners inspirations, Yogi Bear sounding like Art Carney, Snagglepuss sounding like The Cowardly Lion from The Wizard of Oz, etc, etc. Most of H-B's productions were tailored for a juvenile audience, so I don't see why employing this practice would deter potential audience members from the wonderful Smeshariki cartoons.
If I'm allowed to, I could post a Google Drive link with my own attempt at dubbing Smeshariki.
